The Problem: Public Investment Doesn't Scale in Spreadsheets
Public institutions manage dozens or hundreds of projects at once, each with its own budget, documentation status, beneficiaries, and — often — a multilateral loan behind it with its own components, disbursements, and clauses. That information tends to live scattered across spreadsheets, folders, and email threads, which creates three recurring problems:
- Prioritization becomes discretionary. Without a shared, auditable criterion, deciding which project moves forward first is hard to sustain and even harder to explain.
- The loan is tracked separately from the project. Components, disbursements, and clauses live outside the project they finance, so no one sees the full execution picture.
- Data arrives late. Putting together a management report means requesting, consolidating, and verifying information that should already be consolidated.
